Es el mayor programa de medici\u00f3n continua de emisiones de veh\u00edculos en circulaci\u00f3n realizado hasta la fecha. Es un ambicioso proyecto, llamado <a href=\"http:\/\/revista.dgt.es\/es\/investigacion\/innovacion\/2017\/1226radar-para-medir-contaminacion-en-tiempo-real.shtml\" target=\"_self\"><strong>LIFE GySTRA<\/strong><\/a>, financiado por la Uni\u00f3n Europea, en el que colaboran en calidad de socios las instituciones Cartif, Opus RSE, Ciemat, DGT y Ayuntamiento de Sof\u00eda (Bulgaria). La tecnolog\u00eda Remote Sensing, desarrollada por Opus RSE, se ha instalado de manera inicial en Madrid y Sof\u00eda. En Madrid se est\u00e1n utilizando dos radares m\u00f3viles, mientras que en Sof\u00eda solo uno situado en una estaci\u00f3n de autobuses.<\/p>\n<p>[\/vc_column_text][vc_row_inner css=\u00bb.vc_custom_1474099857231{padding-top: 30px !important;padding-bottom: 30px !important;}\u00bb][vc_column_inner width=\u00bb2\/3&#8243; offset=\u00bbvc_col-lg-offset-2 vc_col-lg-8 vc_col-md-offset-2 vc_col-md-8 vc_col-sm-offset-2&#8243;]<div class=\"hr-thin style-line accent-border-color\" style=\"width: 100%;border-top-width: 3px;\"><\/div>[vc_column_text css=\u00bb.vc_custom_1529422423323{padding-top: 20px !important;padding-bottom: 20px !important;}\u00bb]<\/p>\n<h4 style=\"text-align: center;\">\u201cRadares para medir la contaminaci\u00f3n del tr\u00e1fico en tiempo real.\u201d<\/h4>\n<p style=\"text-align: center;\"><em>\u2013 <span class=\"firma\">Anabel GUTI\u00c9RREZ<\/span> Revista DGT<br \/>\n<\/em><\/p>\n<p>[\/vc_column_text]<div class=\"hr-thin style-line accent-border-color\" style=\"width: 100%;border-top-width: 3px;\"><\/div>[\/vc_column_inner][\/vc_row_inner][vc_column_text css=\u00bb.vc_custom_1529479489445{padding-bottom: 50px !important;}\u00bb]<\/p>\n<h4><strong>Funcionamiento<\/strong><\/h4>\n<p>Estos radares son capaces de recabar informaci\u00f3n de hasta 1.000 veh\u00edculos por hora relacionada con velocidad, la aceleraci\u00f3n y las emisiones de part\u00edculas de mon\u00f3xido de carbono (CO), di\u00f3xido de carbono (CO<sub>2<\/sub>) o mon\u00f3xidos de ox\u00edgeno (NOx). Tambi\u00e9n detecta el n\u00famero de matr\u00edcula del veh\u00edculo con el objetivo de \u00ab<em>recabar datos, cruzarlos con las administraciones y poder adoptar medidas regulatorias m\u00e1s eficaces<\/em>\u00ab, ha indicado Javier Buhigas, coordinador t\u00e9cnico del proyecto de Opus RSE.<\/p>\n<p>Unas l\u00e1mparas \u00f3pticas capaces de detectar rayos ultravioleta de baja intensidad y de infrarrojos miden las condiciones ambientales, de las que restan los registros obtenidos con el paso de cada veh\u00edculo. Sobre sus monitores, aparece al instante cu\u00e1nto se emite de cada gas y una foto de la matr\u00edcula del veh\u00edculo. Cotejada con los datos de ayuntamientos o de la DGT, se podr\u00e1 conocer al momento la antig\u00fcedad del coche y el tipo de combustible.[\/vc_column_text][vc_column_text]<\/p>\n<h3><strong>En Madrid<\/strong><\/h3>\n<p>Madrid es la ciudad elegida para la instalaci\u00f3n de estos radares. Este proyecto estar\u00e1 en marcha en distintos puntos de la capital durante un periodo aproximado de dos a\u00f1os. Tiene un presupuesto de 1,56 millones de euros, de los que un 60% proceden de fondos europeos.<\/p>\n<p>[\/vc_column_text][\/vc_column][\/vc_row][vc_row][vc_column][vc_cta h2=\u00bb\u00bb]<\/p>\n<div class=\"content_info\">\n<div class=\"resaltado_not\">\n<p><span class=\"res_c\"><strong>Crecen en Espa\u00f1a las emisiones de CO2<\/strong><\/span>Seg\u00fan los datos publicados este viernes por la <strong><a href=\"http:\/\/ec.europa.eu\/eurostat\/documents\/2995521\/8869789\/8-04052018-BP-EN.pdf\/e7891594-5ee1-4cb0-a530-c4a631efec19\" target=\"_blank\" rel=\"noopener\">oficina de estad\u00edstica europea Eurostat<\/a><\/strong>, nuestro pa\u00eds aument\u00f3 un 7,4% sus emisiones de CO2 el a\u00f1o pasado, el cuarto mayor incremento de todos los Estados de la UE. El resto de pa\u00edses que m\u00e1s aumentaron sus emisiones fueron Malta (+12,8%), Estonia (+11,3%) y Bulgaria (+8,3%).<\/p>\n<p>Sin embargo, Espa\u00f1a, en t\u00e9rminos absolutos, es uno de los seis grandes contaminantes de Europa. Entre estos tambi\u00e9n se integran Alemania\u00a0(que emite el 23% de todas las emisiones de la UE), Reino Unido (11,2%) Italia (10,7%), Francia (10%) y Polonia (9,8%). En 2017, las emisiones totales de Espa\u00f1a supusieron un 7,7% del total del conjunto comunitario.<\/p>\n<p>El conjunto de los pa\u00edses de la Uni\u00f3n, que en 2016 hab\u00edan conseguido reducir sus emisiones de CO<sub>2<\/sub> un 0,4%, las han aumentado este a\u00f1o hasta un 1,8%.<\/p>\n<p>Y tan s\u00f3lo siete pa\u00edses han conseguido reducir individualmente las suyas: Finlandia (-5,9%), Dinamarca (-5,8%), Reino Unido (-3,2%), Irlanda (-2,9%), B\u00e9lgica (-2,4%), Letonia (-0,7%) y Alemania (-0,2%).<\/p>\n<\/div>\n<\/div>\n<p>[\/vc_cta][\/vc_column][\/vc_row][vc_row][vc_column]<span id=\"creative-link-wrap-2890\" class=\"ult_main_cl ult-adjust-bottom-margin  \" >\n\t \t\t\t<span conductores que incumplan las restricciones medioambientales.\u00bb][vc_column_text]La Direcci\u00f3n General de Tr\u00e1fico (DGT) estudia la retirada de puntos del carn\u00e9 a aquellos conductores que incumplan las restricciones medioambientales.<\/p>\n<p>As\u00ed lo ha afirmado el Gobierno en una respuesta parlamentaria al diputado del PDeCAT Antoni Postius, que preguntaba al Gobierno sobre la posibilidad de <strong>tipificar una infracci\u00f3n espec\u00edfica <\/strong>por incumplir las medidas especiales de la ordenaci\u00f3n de la circulaci\u00f3n por razones medioambientales.<\/p>\n<p>Seg\u00fan se desprende de la respuesta parlamentaria, a la que ha tenido acceso Europa Press, el planteamiento de retirar puntos por este tipo de infracciones est\u00e1 recogido en el borrador de Anteproyecto de Ley que modificar\u00e1 la<a href=\"http:\/\/www.dgt.es\/\" target=\"_blank\" rel=\"noopener\"> Ley de Tr\u00e1fico<\/a>, Circulaci\u00f3n de Veh\u00edculos a Motor y Seguridad Vial, en la que se encuentra actualmente trabajando el<strong> Ministerio del Interior<\/strong>.<\/p>\n<p>Este borrador de Anteproyecto recoge varias medidas sobre el impacto medioambiental de la circulaci\u00f3n, entre las que se destacan el establecimiento de las competencias de las Administraciones P\u00fablicas y coordinaci\u00f3n entre ellas y la definici\u00f3n de las \u00c1reas de Prioridad Residencial (APR) y de Zonas de Bajas Emisiones (ZBE).<\/p>\n<aside class=\"roba-intercalado sin-fondo layer_inpage\"><span id=\"layer_inpage-id\" class=\"creatividad cmv_intext\" data-voc-vam-position=\"layer_inpage\" data-voc-vam=\"\" data-voc-vam-outofpage=\"true\"><\/span><\/aside>\n<p>Asimismo, el borrador incluye considerar como infracci\u00f3n grave el incumplimiento <strong>de las restricciones medioambientales <\/strong>e \u00abincluso se contempla la posibilidad de detracci\u00f3n de puntos para este tipo de infracciones\u00bb.<\/p>\n<p>\u00abLa futura Ley debe permitir afrontar de manera m\u00e1s efectiva los retos actuales de la movilidad segura y sostenible, tanto en ciudad como en carretera, y uno de esos retos es la respuesta eficaz al <strong>control medioambiental<\/strong> de la movilidad\u00bb, se\u00f1ala el Ejecutivo en respuesta al diputado de PDeCAT.<\/p>\n<p>Seg\u00fan el Gobierno, el Anteproyecto de Ley que modificar\u00e1 la legislaci\u00f3n en materia de Tr\u00e1fico y Seguridad Vial se concretar\u00e1 previsiblemente antes de finalizar el a\u00f1o.[\/vc_column_text][\/vc_column][\/vc_row][vc_row][vc_column]<span
